Professor Brown was admitted to the California Bar in 1971. That same year, entered the San Francisco Public Defender's Office, and in 1978 was elected the Public Defender of San Francisco an office he held for five terms. In 2001 he was appointed as Commissioner of the California Public Utilities Commission. He served as Dean of the John F. Kennedy University, School of law for several years.
