Terrence Barber serves as Vice President, and Chief International Officer, and also holds the title of University Professor. Mr. Barber holds both a Harvard honors BA and a Harvard MBA. His studies focused on the political economic histories of Asia and Africa and he completed graduate coursework at Harvard Law School and the UC Berkeley School of Public Health.
Born in Japan of cross-cultural Japanese, African and Native American heritage, Mr. Barber is fluent in Japanese and conversant in German. He brings decades of senior executive experience in US and international market management and sustainable economic development to Alliant. He has been an international banker, market strategist, a senior US commercial diplomat and a CEO, he has empowered top decision-makers and firms to compete successfully in lucrative markets abroad.
Throughout his career, Mr. Barber's clients have been institutions of higher education, top technology enterprises in pharmaceutical, agriceutical, IT/telecom and consumer market companies. He also worked with public sector clients, including supranational, national and prefectural entities in Asia, Europe, Africa, and the Americas.
President Clinton appointed Mr. Barber to serve as Senior Director for Strategic Planning, Evaluation, and Compliance at the US Foreign Agricultural Service. Mr. Barber directed the first global trade strategy submitted to Congress by a US Secretary of Agriculture. Securing $100 million in global market development funds and a $5 billion loan guaranty facility, he led his team to earn USDA’s highest award, the coveted Secretary’s Honor Award for Excellence.
Subsequently, as Senior Foreign Service Officer and Executive Director for US Agricultural Trade Offices at the US Embassy and Consulates in Japan, Mr. Barber wss credited with driving an 8% annual revenue growth in high value exports, overcoming market recession. He directed a $20 million marketing budget, leading diplomatic staff comprising two major trade offices in Japan, guiding strategies and marketing programs of over 60 USDA-funded industry groups. Later, as the Governor’s Representative and Managing Director of Asia for the California based in Tokyo, he directed offices throughout Asia, including Tokyo, Seoul, Shanghai, Taipei, Hong Kong, and Singapore. He oversaw trade and investment initiatives covering higher education, healthcare, hospitality, food, agribusiness, biotechnology, and IT/telecom among other sectors.
In financial services, Terrence worked as VP and Manager of M&A strategy services at Japan’s lead bank in the food and pharmaceutical market, as Senior Financial Engineer and Director for the biotechnology practice at the US consulting arm of the Central Agricultural Banks of Europe and as Assistant Vice President in charge of International Loan Examination and Country Desk Manager for Asia and Latin America at top US banks.
In higher education, Mr. Barber served as Senior Vice President for Corporate Development at Southeast Asia’s then-largest private, post-secondary educational institution. He led technology investment and market strategy services in Asia, Africa and the Americas.
As Principal Consultant to the California Legislature for the Pacific Rim, Economic Development and New Technologies and as Statewide Director for Small Business Programs at the Economic Development Network of the California Community Colleges Chancellor’s Office, he orchestrated industry/academia collaborations in high technology commercialization and workforce development policies among research universities, colleges, and related centers of excellence. He has taught educators and senior managers about the centrality of local cultural and gender equity practices to global market competitiveness in newly post-apartheid South Africa and throughout California and the Caribbean.
Mr. Barber began his career in 1972 as an ESL instructor at the Royal Thai Air Force Defense Language Institute, serving with the US Department of Defense during the Vietnam War. |
