Human Resources

1.0   Leadership

1.1   Provides leadership for the management of Alliant's Human Resources, including strategic Human Resources planning, policy making, leadership development, and comprehensive oversight in order to maximize organizational effectiveness. Provides leadership for workplace-cultural change efforts by overseeing the coordination and development of appropriate educational and training programs.

1.2   Serves as a member of the President’s Steering Committee, collaborating with Vice Presidents, Deans and other constituents to establish and monitor Alliant's Human Resources policies and practices.

1.4Directs current Human Resources operations for the system including enforcement of University-wide personnel policies and procedures, and supervisory management of the Human Resources team.

2.0    Personnel Policy Development and Implementation

2.1   Provides leadership and direction for the University-wide administration of Alliant’s personnel policies and procedures in compliance with all applicable statutory regulations. 

 
2.2   Assesses the congruence of Alliant’s personnel policies with its Mission, espoused values, norms and organizational culture, and effectively recommends policy modifications in order to maximize organizational effectiveness.

2.3   Promulgates personnel policy proposals, revisions and updates, in collaboration with the Human Resources Team, for approval by the Board of Trustees and the President's Steering Committee.

2.4   Provides management oversight, in collaboration with the Human Resources Team, for the implementation of all personnel policies and procedures.

2.5   Approves all policy exceptions and provides interpretation of policy to administrators.

2.6   Conducts management analyses of Alliant’s personnel and other policies to assess the congruence and consistency of policies, and effectively recommends necessary improvements.

3.0   Employee Benefits Administration

3.1   Provides leadership and supervisory management for Alliant’s employee benefits program and assesses the efficacy of the benefit offerings in attracting and retaining staff, faculty and administrators.

3.2   Provide strategic direction to benefits brokers and administrator in negotiating annual benefit contract renewals with plan carriers and effectively recommends benefit plan updates and changes to President's Steering Committee. 

3.3   Acts as plan trustee for Alliant’s Salary Savings Retirement Plan and Cafeteria Plan, providing oversight for plan compliance and management of the plan assets, and approving all plan transactions.

4.0   Compensation

4.1   Directs the administration of Alliant's Compensation System, and recommends annual updates and changes to Steering Committee’s President.

4.2   Provides consultation and guidance to administrators in developing and maintaining system classification and wage/salary schedules for staff, administrators, and faculty including, but not limited to, job audits, labor market surveys, and pay-for-performance plans.

5.0   Training & Development

5.1   Provides supervisory management for the development and delivery of in-house and out sourced human resources programs for staff and administrators.

6.0   Human Resources Information System (HRIS)

6.1   Provides supervisory management for Alliant’s Human Resources information System (HRIS).

7.0   Collective Bargaining

7.1   Provides leadership for Alliant’s relations with the unions and serves as a member of the negotiation team for management.

8.0   Other

8.1   Other duties as required and assigned by the Vice President.

Associate Director, Compensation and Benefits Manager, HR Coordinator, Senior Project Policy Analyst (shared position)

The Chief Human Resources Officer, under the general direction of the Vice President for Administration, is the senior administrative official responsible for administering Alliant International University’s Human Resources policies and practices for staff, faculty and administrators. S/he will provide leadership for Alliant’s Human Resources programs designed to enhance, increase, and reward employee skills, talent, and capabilities in order to maximize organizational effectiveness. S/he must possess excellent interpersonal and communication skills, and relate well with a broad variety of constituencies in effectively delivering Alliant’s Human Resources programs. S/he will have the demonstrated ability to think strategically while incorporating the elements of hands-on management required in a matrix-multicampus environment. 

The successful candidate will be a proven leader experienced in managing change in a team focused environment, sensing and responding to customer feedback, and committed to a strategic, integrated, analytical, anticipatory and proactive approach to service delivery. The successful candidate will be dedicated to providing high quality service to all constituencies of Alliant International University. S/he will exhibit the highest professional standards and ethical principles, will be committed to the tenets of the University’s Mission and Vision, and will add strategic value to the University.

Master’s degree in related field strongly desired.  Bachelor’s Degree (a degree or significant coursework in human resource management, labor or industrial relations, public administration or a related field is strongly preferred). SHRM Certification preferred, either SPHR-CA or PHR-CA.

Solid presentation and organizational skills including the documented ability to design and implement Human Resources programs and systems; knowledge of state and federal employment regulations; supervisory management skills; collective bargaining experience. 

10+ year’s progressive experience in human resource management in a business environment with a minimum of 3-5 years in a leadership role and a university setting. At least five years of that experience at an administrative level that involved responsibility for the supervision of several major areas of a human resource program. Experience with a unionized workforce is required.  

Management Skills:
Excellent leadership and interpersonal skills. A strong communicator who can effectively present information (both written and oral) to staff, senior executives and board members. Ability to function at a strategic level but also execute in a hands-on fashion in a multi-campus setting. Proven ability to analyze and improve programs, procedures and policies to achieve organizational goals. Strong analytical and negotiation skills required.  Outstanding project management skills:  being able to initiate, implement and measure results of programs and initiatives.  Demonstrated ability to supervise in multi campus setting.


Technology Skills:         
Documented PC skills and excellent knowledge of Microsoft Office software, internet, and on-line research tools .Familiarity with HRIS software.

Other Requirements:
Ability to approach situations and challenges with a sense of humor and professionalism.  Proven desire to work with a diverse workforce. Travel Required.
